The goal of this research is to link social exclusion and inequality with an agenda of rights.  The latter assumes that young players, from different backgrounds - territory, socioeconomic and cultural - and levels - collectives and individuals - are planning to develop the above mentioned agenda that must include agency capability.

The questions to answer are: How do young people from diverse conditions of exclusion/ inclusion and inequality, set out an agenda of rights? How do they perceive they can carry it out? What actions are carried out from public policies and from the public space to capture this agenda?

The answers to these questions will allow, at the same time, to tackle the main concern: to make a balance about MERCOSUR youth and develop public policy proposals.
